Ved en medlems-briefing onsdag, organiseret af ‘Kongressens Menneskerets Bestyrelse’ i Rayburn-bygningen, Capitol Hill Washington D.C, med titlen ‘Sri-Lanka: Udfordringer af og Indsats for Effektiv Udlevering af Humanitær Nødhjælp efter Tsunamien’ opfordrede, parlamentariker for ‘Den nationale Alliance’, Gajendrakumar, USA’s regering til at fjerne alle lovmæssige forhold, der kan hindre regeringen i, direkte, retfærdigt og hurtigt, at tilvejebringe alle former for hjælp til alle dele af NordØst, udtalte kilder i Washington.

Kongresmedlem Danny K.Davis ledede briefingen sammen med medlem af Repræsentanternes Hus, Steve Chabot. Medlemmer af Repræsentanternes Hus, Rush Holt, David Price og Diane Watson deltog også i mødet. Mødedeltagere var endvidere den norske ambassadør, Knut Vollebaek, den srilankanske ambassadør, Bernard Gunatillake, professor Oberst, læge, dr. Karunyan Arulanandan og officerer fra USAID, ‘Internationalt Røde Kors’ (ICRC) og ‘International Organisation for Indvandrere’ (IOM).

Kongresmedlem Davis rejste i sin åbningstale spørgsmålet om retten til selvbestemmelse, og om denne vil kunne udgøre en vigtig del af den endelige løsning på fred i Sri Lanka.

Ambassadør Gunatillake sagde, at til trods for vanskeligheder fra oppositions-grupper, er Sri Lanka’s regering helt indstillet på at sikre, at hjælpen når befolkningen i NordØst.

Professor Oberst sagde, at ‘Post-Tsunamiens Operationelle Ledelses Struktur’ (P-TOMS) kan udgøre en vigtig del af freds-processen og derfor ikke ville få lov til at glippe. Han sagde, at det internationale samfund skulle støtte Sri Lanka’s præsident i hendes bestræbelser på at gennemføre P-TOMS.

Gajendrakumar sagde i sin udtalelse:”€¦ de tre års freds-proces har medført uregelmæssige konsekvenser for øen. Medens det dominerende Singhala Syd nød frugterne af freden, nød befolkningen i det tamilske NordØst-område, der var hårdest ramt af krigen, dem ikke’

I spørgsmålet om Højesteret, der udsatte dommen om P-TOMS. og betegnede sagen som værende i modstrid med forfatningen, sagde Gajendrakumar:’ Tamilerne har aldrig deltaget i eller godkendt den srilankanske forfatning’€¦ De nærer ingen troskab mod den srilankanske forfatning. I virkeligheden er den srilankanske forfatning, der ikke giver politisk råderum for tamilerne til at give udtryk for deres sorger og søge oprejsning, hovedårsagen til den væbnede konflikt. Suverænitet bor ikke i en abstraktion kaldet staten, men hos befolkningen. Den singhalesiske politiks troskab mod sin forfatning er intet andet end et utilsløret forsøg på at sikre den singhalesiske politiks magt over tamilerne.’
