‘Den Asiatiske Menneskerets Kommission’ fordømte i sine udtalelser tirsdag den srilankanske stats manglende straf af dem, der var ansvarlige for massakren i 2000 på tamiler, der sad i Bindunuwewa internerings-center, og udtalte:’ Det srilankanske retssystem har ansvaret for at sikre lov-overtrædernes sikkerhed..’ Som en konsekvens advarede den Hongkong-baserede gruppe:’Denne massakre var ikke den første af sin slags og vil afgjort ikke blive den sidste.’

AHRC’s fulde erklæring med titlen’Bindunuwewa Massakren og Sri Lanka’s mangelfulde retssystem’ følger her:


 ‘D. 25.oktober 2000, blev over 25 unge tamiler på et internerings-center i Bindunuwewa nær ved Bandarawela i den sydlige centrale del af øen angrebet og dræbt af en singhalesisk gruppe. Hvem var de egentlige skyldige? Hvem var deres bagmænd? På disse spørgsmål har Sri Lanka’s retssystem ingen svar.


 ‘Ligeledes er overleverne efter denne massakre og de dødes slægtninge efter næsten fem år stadig efterladt med disse spørgsmål ubesvarede. Denne forfærdelige handling, at dræbe unge mennesker, der befandt sig på et internerings-center, som var under beskyttelse af den srilankanske regering, har kun bevist én ting, at det srilankanske retssystem bærer ansvaret for at sikre lov-overtrædernes sikkerhed. 


’41 personer blev anklaget for at deltage i massakren. Imidlertid har de srilankanske domstole gradvist løsladt alle disse personer på det grundlag, at der ikke var beviser til at dømme dem. Den sidste af disse løsladelser kom d. 27.maj 2005, da Højesteret løslod de sidste anklagede på det grundlag, at beviserne mod dem var for usikre.


‘At massakren fandt sted, hvorved 27 blev dræbt og 14 såret, er der ingen tvivl om. At drabs-metoderne var så modbydelige og grusomme, hersker der heller ikke tvivl om. At den srilankanske regering var ansvarlig for beskyttelsen af disse internerede er også fastslået. Det srilankanske retssystem har imidlertid været ude af stand til at opklare, hvem de faktiske gerningsmænd til denne afskyelige forbrydelse var. Var det med vilje, eller var det bare en sag om forsømmelse og inkompetence fra efterforsknings-officererne? Måske vil dette aldrig komme frem. Men at den srilankanske stat er ansvarlig for undladelsen af at skabe retfærdighed i denne sag er indlysende.
