USA's topdiplomat for Sydasien siger, at Sri
Lanka's vægring ved at dele magten med tamilerne efter afslutningen på en blodig
25-års borgerkrig i maj kunne føre til fornyet vold. USA's viceudenrigsminister,
Robert Blake, udtalte også, at Sri Lanka bør tillade større bevægelsesfrihed for
de næsten 300.000 tamilere, der er jaget på flugt af krigen og sidder
indespærret i regeringslejre. Imidlertid satte præsident Mahinda Rajapaksa
spørgsmålstegn ved USA's officielle ret "til at tale på tamilernes vegne". USA
har sørget for nødhjælps-assistance til flygtningene, men længerevarende
genopbygningshjælp er afhængig af Sri Lanka's velvilje med hensyn til
genbosættelse, sagde Blake.

I et interview mandag til Associated Press udtrykte
Blake skuffelse over, at president Mahinda Rajapaksa har tilkendegivet, at han
ikke vil gå ind i politisk forsoning, førend efter afholdelse af presidentvalg,
sandsynligvis i Januar.
 
"Regeringen er nødt til at finde en måde
at handle hurtigere på end januar 2010," sagde Blake fra sit kontor i
udenrigsministeriet.
 
"Fordi risikoen jo er, at folk vil blive ophidsede,
og det vil give nyt incitament til terrorisme."
 
Den USA-tjenestemand, der for nylig afsluttede en
periode som ambassadør i Sri Lanka, sagde, at Colombo-regeringen må få tamilerne
til at føle sig som part i den politiske proces efter borgerkrigen.
 
Blake sagde endvidere, at Sri Lanka bør give mere
bevægelsesfrihed til de næsten 300.000 tamilere, som krigen har gjort til
flygtninge og spærret inde i regeringslejre. Nogle hjælpe-organisationer
frygter, at lejrene i virkeligheden er militær-drevne interneringslejre, som
tilbageholder flygtningene på ubestemt tid.
 
Blake har bemærket sig nogle fremskridt vedrørende
genbosættelse, herunder, at Sri Lanka har tilladt ca. 10.000 flygtninge at
forlade lejrene og afgivet løfte om at lade endnu 40.000 komme ud i denne måned,
samt at frigive flertallet ved udgangen af året.
 
Imidlertid sagde han, at folk i lejrene blev "holdt
indespærret mod deres vilje".
 
"De har ikke tilladelse til at forlade lejren,"
sagde Blake. " Det er vigtigt for dem at få bevægelsesfrihed."
 
Imidlertid afviste Sri Lanka's regering Blakes
synspunkt og satte spørgsmålstegn ved hans ret til at tale på tamilernes vegne,
rapporterede Daily Mirror.
