Retten til at leve i deres egne boligområder er en
fundamental ret for alle civile. Denne meget fundamentale ret bliver nægtet den
tamilske befolkning i Sri Lanka. Sri Lanka's regering har krænket Den Universale
Deklaration om menneskerettigheder ved at nægte civile adgang til deres egne
boligområder. Den srilankanske regerings væbnede styrker, der har
besat mange overvejende tamilske områder i Trincomalee og
Batticaloa har igen
forsøgt at bosætte singhalesere dér.

Muthur/øst og Sampur områderne som består af 28
landsbyer under Grama Sevaka Divisionerne, der tilhører tamiler og muslimer
betegnes som "Højsikkerheds Zoner (HSZ)" og ejerne af jorden er af regeringen
blevet nægtet adgang til disse områder. Civile
fra disse områder er ude af stand til at vende tilbage til deres hjem og lider
nød i overfyldte velfærds-centre uden basale faciliteter.

I Kinniya området i Trincomalee har regeringen
begrænset tamilernes ret til at bestemme over jorden. Et Murugan tempel i
Ilankaithuraimukam i Trincomalee blev revet ned af de væbnede styrker, og et
buddhist tempel bygget op på det samme sted. Der er mange nyligt opstillede
Buddha-statuer o muslimske og tamilske områder i Øst.

Der gøres nu forsøg på at bosætte singhalesiske
familier til krigsramte soldater i Muthalikulam (Morawewa), der historisk er en
tamilske landsby. Ligeledes forsøger regeringen og dens væbnede styrker at
bosætte singhalesere i mange andre tamilske landsbyer, herunder Thennaimaravadi
ved Pulmoddai, Vaharai området samt Sundayaru i Kantalai, alle i Trincomalee
distrikt.

Singhaliseringen af tamilske landsbyer begyndte i
1948, da singhalesere blev bosat i overvejende tamilske landsbyer under Mahaweli
udviklings-planen af tidligere premierminister Dudley Senanayake, og det er
fortsat til dato.
